5-15-9: CABLE TELEVISION FRANCHISE REQUIRED:
No "cable operator", as defined herein, shall be allowed to operate or to occupy or use the public streets and public ways for system installation and maintenance purposes without a franchise. (Ord. 2901, 11-13-2000)
