Every franchise agreement shall contain a provision that states that the grantee's rights are subject to the police power of the village to adopt and enforce generally applicable ordinances necessary to ensure the health, safety and welfare of the public; and that grantee agrees to comply with all applicable general laws and ordinances enacted by the village or any other legally constituted governmental body pursuant to such power.
