In all buildings hereafter erected, and in all existing buildings wherein any plumbing is installed or wherein any sewer connected pipe shall be repaired or changed, except for minor repairs, on the sewer side of the trap, the drain, soil, downspout (when downspouts are within the building), waste pipes, or any other pipe or pipes connected to any drain, soil or waste pipe, and all traps shall be placed within buildings and exposed to view for ready inspection and test, and shall remain so exposed until approved by an authorized representative of the Public Works Department.
