Every taxicab shall be operated regularly to the extent reasonably necessary to meet the public demand for taxicab service. In the event that the service of any taxicab is discontinued (except due to strike, acts of God or causes beyond the control of the licensee), the chief of police shall give written notice to the licensee to restore such taxicab to service, and if the same is not so restored within five days after such notice, the chief of police may, within his discretion, revoke the license for such taxicab.
