3-4-7: TAXICAB DRIVERS:
   A.   License Required: It shall be unlawful for any person to operate a taxicab, which is licensed under this Code, without first having obtained a taxicab driver's license from the Village. No person owning, controlling or operating any such taxicab shall employ or permit any person other than a driver legally licensed by the State and as a taxicab driver licensed by the Village to operate such taxicab upon the streets of the Village.
   B.   Application For License: Any person desiring to secure a license as a driver of any taxicab licensed hereunder and used for the carriage of passengers for hire shall make application in writing therefor to the Chief of Police upon a form provided for such purpose. Such application shall set forth the name of the applicant and his residence and occupation. Every applicant shall hold a valid State driver's license. The Chief of Police shall make a detailed and diligent inquiry as to the character and record of the applicant, as to the applicant's driving record status and any criminal history. If the applicant is found to have been convicted of driving while intoxicated or reckless driving or has a criminal history reflecting a conviction(s) of 720 Illinois Compiled Statutes 5/11-6, 5/11-7, 5/11-9, 5/11-14, 5/11-15, 5/11-17, 5/11-18 5/11-19, 5/12-2, 5/12-6, 5/12-15, 5/14-4, 5/16-1, 5/24-1, 5/24-3.1, 5/24-5, 5/25-1, 5/28-3, 5/31-1, 5/31-4, 5/31-7, 5/32-1, 5/32-2, 5/32-3 and 5/32-8, then the applicant shall be refused a license. Otherwise such application shall be issued by the Chief of Police. Such license shall have affixed thereon a photograph of the licensee and shall contain such other descriptive data of the licensee, if any, as may be prescribed by the Board of Trustees.
   C.   Fee; Display: The license fee for a taxicab driver shall be six dollars per year and such license shall expire on April 30 following the date of issuance. Every person licensed as a driver under the provisions of this Code shall, at all times while acting as a driver of any taxicab licensed under the provisions hereof, have such license displayed in the taxicab in plain view of the passenger.
   D.   Record: The Chief of Police shall keep at his office a record in which shall be kept the name and residence address of each licensed driver, together with the names of the persons endorsing his application, and shall carefully note opposite each such driver's name such information as he may gain concerning him and as may be necessary to provide a complete record of his conduct and qualifications as a driver.
   E.   Transfer Of Driver's License: It shall be unlawful to transfer any driver's license or badge from one person to another. (Ord. 2668, 2-12-1996)
