3-4-4: CRUISING:
No driver of a taxicab licensed under the provisions of this Code shall seek passengers by repeatedly or persistently driving his vehicle to and fro in a short space before any place of public gathering, or by otherwise interfering with traffic or the proper and orderly access to or egress from any such place; but any driver of such taxicab may solicit passengers by driving through any public street, without stops (other than those due to traffic and traffic signs and signals and directions of police officers), at such speed as not to interfere with traffic or violate Village ordinances. No driver of any taxicab licensed as aforesaid shall solicit any passenger or passengers upon or along any of the streets or public ways of the Village, orally or by a signal, sign or sounding of a horn. It shall also be unlawful for any such driver of any such taxicab, unless hailed, to pick up any passenger or passengers standing at or upon any designated bus or loading zone. No operator or driver of a taxicab shall habitually cruise along or upon the certificated routes of any duly licensed utility, for the purpose of soliciting passengers along such routes.
Every driver of a taxicab shall remain in his cab while the same is parked or standing at a designated taxicab stand. (Ord. 2668, 2-12-1996)
