It shall be unlawful for any person to operate or drive any taxicab along or upon any street or public way within the Village for the carriage of passengers for hire unless such person shall first have furnished satisfactory evidence to the Chief of Police that there has been compliance with all of the provisions of the Illinois Vehicle Code and ordinances relating to the qualifications for the driving and operation of such taxicab.
