In the absence of any provision to the contrary, all fees and charges for licenses shall be paid in advance to the village administrator at the time application therefor is made. When application for an annual license for any new business is made after expiration of six months of the current license year, the license for the remainder of the year shall be issued upon payment of one-half the annual fee, unless otherwise provided; but no license shall be issued for less than one-half the annual fee and no license fee shall be abated for more than one-half year.
