Any person aggrieved by the decision of the President in regard to the denial of an application for a business license, as provided in this Chapter, or in connection with the suspension or revocation of a business license as provided in Section 3-1-11 above, shall have the right to appeal any such decision to the Village Board. Such appeal shall be taken by filing with the Village Administrator, within two days after notice of a denial, suspension or revocation of a business license, a written statement under oath setting forth specifically the grounds for appeal. The Village Board shall thereupon set the time and place for a hearing on such appeal, and notice of such hearing shall be given to the applicant or licensee in the same manner as provided in subsection 3-1-11D hereof.
