Except when otherwise designated by the Village Administrator, every valid business license shall bear the written or facsimile signature of the Village Administrator, or the Village Administrator's authorized representative, in the absence of any provision to the contrary. Any business license not bearing the signature of said official shall be deemed invalid unless the Village Administrator, in his discretion, determines to issue a license sticker without his signature.
