If such sidewalk is not constructed as provided in §§ 1020.01 through 1020.03 within a period of 15 days after the service of notice, or repaired within five days after service of notice, the Village Council may order such work done at the expense of the owner and reports the costs thereof to the owner, and such costs shall constitute a lien on the property abutting on said sidewalk from the day it is reported to the owner, and shall be paid to the Treasury of the village. If not paid within ten days of the date of said report, the Fiscal Officer shall certify the costs to the County Auditor, with a penalty of 5% added and the County Auditor shall place the same on the tax duplicate and collect such costs and penalties in the same manner that other taxes are collected.
