All sidewalks hereafter constructed or ordered repaired by the Village Council shall be constructed or repaired with concrete, according to prevailing specifications prepared by the Street and Sidewalk Committee of the Village Council and on file with the Fiscal Officer; all work is to be done in a workpersonlike manner and subject to final inspection and approval of the Street and Sidewalk Committee.
