Any individual, company, corporation or any other entity receiving a notice in violation of this subchapter or a bill issued pursuant to this subchapter has a right to appeal said notice or such bill within ten days of the date such notice was sent or within ten days of the mailing date of said bill. Said appeal must be in writing and the appellate hearing will be held at the next regularly scheduled Rising Sun City Council meeting. The appellant shall personally appear before the City Council to present the nature of the appeal and the decision of the City Council regarding the notice or billing shall be final.
