Any individual, company, corporation, or any other entity receiving a notice in violation of § 93.25 or a bill issued because of any abatement action taken by the city, the individual, company, corporation, or any other entity has a right to appeal the notice or such bill by filing with the Clerk-Treasurer’s Office a request for an appeal within ten days of the date the notice or bill was mailed. The request for an appeal must be in writing and the appeal will be reviewed at the next regularly scheduled meeting of the Common Council. The individual, company, corporation, or any other entity appealing the notice or bill shall personally appear before the Common Council to present the nature of the appeal and the decision of the Common Council regarding the notice or billing shall be final. Should the individual, company, corporation, or any other entity fail to appear for the appeal review, the appeal will be dismissed and the Street Department shall be directed to carry out all necessary abatement actions and the property owner will be billed by the city accordingly.
