Upon receipt of a written complaint by an employee of the city or a resident of the city, the City Street Commissioner shall determine whether a violation of § 93.25 exists. The Street Commissioner shall act as the enforcement officer of this subchapter. In the event the Street Commissioner does not determine a violation exists, and a resident of the city believes such a violation does exist and makes a written request to the City Clerk-Treasurer, a review of the alleged property in violation shall be conducted by the Street Commissioner, the Mayor, the President of the Common Council, and the City Project Manager. In the event a majority of the reviewing persons determines that a violation does exist, the Street Commissioner shall provide the appropriate information to the Clerk-Treasurer for appropriate notice to be provided to the appropriate party/parties regarding any real estate, structure, or building that is in violation of § 93.25.
