It shall be unlawful for the owner and/or operator of any vehicle to refuse to move a vehicle otherwise lawfully parked or stopped when so requested by a police officer or the operator of any vehicle to refuse to move a vehicle otherwise lawfully parked or stopped when so requested by a police officer or the operator of an emergency vehicle (such as an ambulance, firefighting apparatus, utility department truck or snow plow) while discharging his or her duties as such operator.
