905.17  ERECTION OF BANNERS BY CITY.
   The following requirements are hereby established for the erection of banners by the City:
   (a)    There must be approval from the City office.
   (b)    The banner must be 12 feet long.
   (c)    There shall be a deposit of $200.00 to cover the cost to put up the banner.
   (d)    The banner must be wind resistant.
   (e)    The banner must have attaching lines, minus 20 feet in length on all four corners.
   (f)    The banner must have a date when to be installed and when to take down.
   (g)    The minimum height shall be 12 feet 6 inches.
   (h)    No organization shall have authority to put up any banner.
   (i)    Banners can only be installed at the West Ripley entrance and South Route 21 entrance. (9-21-04)
