No person shall damage, alter, fill, destroy, block or obstruct any street or roadway drainage ditch, gutter, culvert or drain, unless such person is doing authorized work as a City employee or City-engaged contractor, or unless a permit has been duly issued after proper inspection and authorization in accord with the procedures set forth in Sections 905.02 to 905.08.
