905.09 SIDEWALKS: MATERIALS, WIDTH AND WHERE REQUIRED.
   Unless otherwise specified by Council, the abutting owners shall construct concrete sidewalks, not blacktop, and maintain them in good condition in all residence and business districts. Such walks shall be built along each side of all paved streets and public ways and on all sides of publicly-owned courts and parking areas.
   In business districts, sidewalks shall extend from the property line to the paving, with the exception of planting strips where approved or required by Council. If concrete curb and gutter construction already exists, such sidewalks shall abut it. If none exist a proper concrete curb poured with the sidewalk shall be included as part of the sidewalk.
   In residence districts, new sidewalks shall be four feet wide, starting one foot beyond the
property line, except where otherwise specified by Council.
   In areas where streets, alleyways, curb cuts, driveway aprons and sidewalks are physically established at the time of the passage of this section, replacement sidewalks, curb cuts and driveway aprons shall conform in width to such items which have been constructed previously,
but shall meet all other standards for material, thickness, grade, depth and sub-base as set forth hereinbelow. All curbs, curb cuts, driveway aprons and sidewalks shall be constructed or reconstructed in accordance with the terms and provisions of this article.
