905.05  REVIEW BY COUNCIL.
   After the filing of the application with the City Clerk together with the deposits required
heretofore, Council shall have investigated the advisability of issuing such a permit and shall then, if they deem it advisable to do so, instruct the Mayor to issue such permit.
