The West Virginia Department of Highways Standard Specifications, Roads and Bridges, 1986 edition, and subsequent editions or supplements thereof, is hereby adopted by reference for the purpose of prescribing minimum standards of, and for, construction of public avenues, streets, roads or alleys within the corporate limits of the City.
