The penalty for departing from the corporate boundaries with intent to evade the payment of such tax shall be a fine in the amount of five hundred dollars ($500.00) and/or incarceration for a period not in excess of five days; the penalty for failure to comply with the information reporting requirements set forth hereinabove shall be a fine of not less than twenty-five dollars ($25.00) or more than one hundred dollars ($100.00).
