(a) As used in this section, "metal jaw traps" means any trap used for the capture of animals by means of metal jaws which shall close by any mechanical means so as to grasp, seize or pinch the foot or other body part of the animal, with the exception of traps which are manufactured especially for and commonly known as mousetraps or rat traps.
(b) Council here makes the finding of fact that metal jaw traps constitute a hazard to small children and pets within the boundaries of the City by virtue of the population concentration therein.
(c) No person shall set out any metal jaw trap within the corporate limits of the City.
