The Health Officer or an agent of the City shall approve the keeping of animals and fowl on public property and private premises only when the keeping of such animals and fowl will not injuriously affect the public health and welfare, and in no case shall the keeping of animals and fowl be permitted within twenty-five linear feet of any residence, place of business, industry or establishment.
