Except in a period of emergency determined by the Chief of Police or in compliance with the directions of a police officer or traffic control sign or signal when any vehicle shall be parked in any parking meter space, the operator of such vehicle shall immediately cause to be deposited in such parking meter the proper U.S. coin as required for such parking meter and as designated by directions on the meter, provided that any person placing a vehicle in a parking meter space which meter indicates that unused time has been left by the previous occupant, the person shall not be required to deposit a coin so long as his occupancy of the space does not exceed the unused parking time. If such vehicle shall remain parked beyond the parking time limit set for such parking space and the meter shall indicate illegal parking then the vehicle shall be parked overtime and in violation of this article.
