363.01  DEFINITIONS.
   As used in this article:
   (a)    "Vehicle" means any device in, upon or by which any person or property is or may be transported upon a street except a device which is operated upon rails or tracks.
   (b)    "Street" means any public street, avenue, road, alley, highway, lane or other public place located in the City and established for the use of vehicles.
   (c)    “Operator” means every individual who operates a vehicle as the owner, agent, employee or bailor of the owner or who is in actual physical control of a vehicle.
   (d)    "Park" means the stopping of a vehicle whether occupied or not upon a street for any purpose other than the temporary engagement in receiving or discharging passengers or loading or unloading merchandise or in obedience to traffic regulations, signs or signals or involuntary stopping for reasons beyond the control of the operator.
   (e)    "Parking Meters" means any mechanical device or meter placed or erected for the regulation of parking under the authority of this article.
   (f)   "Parking meter area" means any restricted street or municipal parking lot area upon which parking meters are installed and put in operation under the authority of this article.
   (g)   "Parking meter space" means any space within a parking meter area adjacent to a parking meter designated for the parking of a single vehicle by lines marked on the curb or on the surface of the street.
   (h)   “Restricted parking area” means any street or municipal parking lot area which is not a "parking meter area" but where parking duration is otherwise limited under the provisions of this article.
   (i)    "Restricted parking space" means any marked parking space on any street or municipal parking lot which is not a “parking meter space” but where parking duration is otherwise limited under the provisions of this article.
   (j)   “Holiday” means and includes New Years Day, January 1; Martin Luther King's Birthday; Presidents' Day; Memorial Day; West Virginia Day; Independence Day, July 4; Labor Day; Veterans Day; Thanksgiving Day; Christmas Day; any National, State or Municipal election day.
