Any person violating any provision of this Traffic Code or failing to observe any of the following traffic rules and regulations hereby established or of the traffic rules and regulations established by West Virginia Code Chapter 17C shall be issued a traffic violation citation requiring him to appear before the City Judge at City Hall within not less than five days from the receipt thereof to answer the citation. Failure to appear within the time set on citation shall be cause for warrant to issue for such person's arrest; however, any person may in lieu of appearing, mail a check, money order or cash to the City of Ripley for the amount of the fine indicated on the traffic citation. However, in event such person is not a resident of the State of West Virginia, he shall be taken before the City Judge at City Hall at the earliest opportunity and in event the traffic violation citation is issued between the hours of 5:00 p.m. and 9:00 a.m. such person may in lieu of awaiting the business hours of the City Court, post a bond for his appearance therein within not less than five days which bond shall be in the amount of not less than twenty dollars ($20.00) and shall be furnished either in cash or with good security.
