When any vehicle which has been impounded by a police officer remains in the possession of the City unclaimed by any person having a right to possession thereof for a period of twenty days, written notice of such impounding shall be given to such person if his or her name can be reasonably ascertained, and if such name or address cannot be reasonably ascertained, such notice shall be given by publication in a newspaper of general circulation within the City once a week for at least three weeks. If pursuant to said notice, the person does not redeem such vehicle within a period of twenty days from receipt of the written notice or from the last publication date if notice is given by publication, such vehicle shall, after advertisement thereof for ten days posted at least in three public places within said City, be sold at public sale. The proceeds of such sale, after payment of all costs, fines and charges shall be held by the City subject to the right of the City or lienor to receive the same within a period of six months but not thereafter from the date of such sale.
