Whenever practicable and in the best interest of the City, a vacancy of an upper level position shall be filled by promotion, after consideration of the eligible permanent employees in the department or in the career service upon the basis of demonstrated capacity and quality and length of service. In filling vacancies, an effort should be made to achieve a balance between promotion from within the City and the introduction into the service of qualified new employees. Such promotion shall be approved by Council.
