(a) Salaries of City employees shall be determined by the City officials in consideration with their duties and responsibilities. Percentage of increase shall be based upon evaluation of performance, quantity of work, dependability, cooperation, initiative, self-improvement and position.

(b) In the event a full-time, permanent employee is required to perform the job function of another employee in a higher job classification during the absence of the latter for a continuous period of time of two weeks or more, the replacement employee shall be compensated at the higher rate of pay for the entire period of time she/he performed the duties of the higher classification.
