No indebtedness of any nature of the Commission shall constitute an indebtedness of the City of Ripley, the County of Jackson or any agency thereof, except the Commission. No indebtedness or obligations incurred by the Commission shall give rise to any cause of action against any member of the City Council of the City of Ripley or any member of the Commission.
