139.04 APPOINTMENT AND TERM OF OFFICE.
   The term of office of the members of the Commission representing Council and the administrative department of the City shall be coextensive with the term of office to which they have been elected or appointed unless the Mayor and Council shall at the first meeting of each year appoint others to serve as the City's representatives. The remaining members of the Commission first appointed shall serve respectively for terms of one year, two years and three years. Thereafter, members shall be appointed for terms of three years each. Members of the Commission shall be appointed by the Mayor with the consent of Council.
