The Planning and Zoning Commission shall consist of seven members. All members shall be residents of the City and be qualified by knowledge and experience in matters pertaining to the development of the City. The membership shall include
representatives of business, industry and labor. Three fifths of all members shall have been residents of the City for at least one year prior to their nomination. One member shall be a member of Council and one member shall be a member of the Administrative Department of the City.
