The purposes of the Sokolow Commission for the Needy shall be to investigate and after due consideration of all available information in accordance with the Commission adopted guidelines, designate those needy individuals to whom the available funds are to be disbursed and the amount of said disbursal commensurate with, and promotive of the spirit and tenor of the intentions and desires of Mike P. Sokolow as indicated by the provisions of his last will and testament.
