127.02 POWERS AND DUTIES.
   (a)    It shall be the duty of the police to carry out all orders of the Mayor, enforce all ordinances of the City, and do whatever is necessary for the general welfare of the City.
   (b)    The Chief of Police and any member of the Police Department of the City shall have all the powers, rights and privileges within the corporate limits of the City to arrest persons, to collect claims and to execute and return any search warrant, warrant of arrest or any other process than can legally be exercised by a constable within a district within the county.
   (c)    Each police officer shall have the power to arrest for violation of municipal ordinances and for the violation of all state laws or matters arising within the corporate limits and coming within the scope of his official duty. The power of the police shall extend anywhere within the county in which the City is situated.
   (d)    The Chief of Police or any member of the Police Department shall have the power to make and arrest for any offense committed in his presence without a warrant and to take the person arrested before the Mayor or other police court to be dealt with according to law.
