(a) The police force of the City shall consist of a Chief and such number of patrolmen authorized by resolution of Council, who shall be appointed by the Mayor with the approval of Council and who may be suspended by the Mayor until the next regular meeting of Council who
shall have the sole authority to discharge police.
(b) The members of the police force shall receive and promptly obey all lawful orders of the Mayor and Chief of Police. The Mayor may appoint special policemen when the need therefor arises.
(c) The salary of the police shall be fixed by Council. Special police shall be paid for their services such sum per day as the Mayor in his order of appointment shall designate.
(d) When special police are appointed by the Mayor, they shall be under his immediate control unless he shall place them under the control of the Chief of Police.
