(a) Any person violating any provision of this article shall be deemed to have committed a civil infraction, subject to the payment of civil fines of fifty dollars ($50.00) plus court costs, for the first violation.
(b) Any repeat offenses/violations shall be subject to civil fine of one hundred dollars ($100.00) plus court costs for each repeated offense/violation.
