The terms, provisions and restrictions of this article shall not apply to any advertising sign, display, device or billboard situated upon the premises occupied by any business or individual whose goods, merchandise, services, entertainment or property are the subject of the advertising material so presented. The terms, provisions and restrictions of this article shall further not apply to any advertising billboard which has been constructed and placed in use prior to the effective date of this article.
