Notwithstanding any other provision of the Codified Ordinances, no advertising billboard shall be constructed, erected or maintained within 660 feet of the nearest edge of any road, highway or street situated within the corporate limits of the City and no permit, license or other document allowing or approving the construction of any such advertising billboard shall be issued by any department, agency or instrumentality of the City.
