1725.01 FINDINGS.
   Council hereby finds and declares that outdoor advertising billboards erected or maintained near roads, highways and streets within the City can constitute a hazard to public health and safety by obstructing the view of and distracting the attention of travelers on these roadways. Council further finds and declares that the unrestricted use, accumulation and proliferation of such advertising billboards can constitute a public nuisance by obscuring, diminishing and detracting from the natural appearance of the City including the residences, parks and buildings situated within the City. Council has therefore determined that the location and City must be regulated, as authorized by state law, to protect the health, safety and general welfare of the City's residents and visitors, and to preserve the natural appearance of the City including the structures and facilities situated within the City.
