The City Engineer and Building Inspector shall, within a reasonable time, inspect such specifications and either issue or deny a sign permit, subject to the following provisions:
(a) If the permit is granted, the petitioner shall keep such sign in good order and repair, or such sign will be removed at any time the City shall direct. The petitioner shall erect, set up, place, retain and maintain such sign subject to all provisions of this article. The petitioner shall remove such sign when petitioner ceases to do business at the authorized site.
(b) No permit will be issued unless the sign specifications comply with all zoning requirements now in effect or as may be established in the future.
