Each request for a permit for placement of a sign shall be accompanied by the payment of a fee, which fee shall be returned to the petitioner if the permit for the sign is denied. The amount of the fee shall be based upon the actual cost, if available, or the estimated cost of the sign and its installation and shall be calculated the same as the building permit fee.
