Any person desiring to erect, set up, place, retain or maintain a sign on or over any such place as provided in Section 1723.01, shall first file with the City Clerk the detailed specifications of the sign to be erected, set up, placed, retained or maintained. Such specifications shall include the actual or estimated cost of the sign and its installation.
