945.07 RATES AND CHARGES.
   In order to make the service proposed in this article self-supporting there is hereby established a schedule of fees, rates and charges for refuse collection, removal and disposal as follows:
   (a)   Prepared garbage and trash only - subject to adjustment for abnormal volume:
RESIDENTIAL
   $14.00 per month (one weekly pickup)
   The aforementioned rate has been deemed necessary by Council to make the service self-supporting by adjusting for the effects of increased operating costs, including the recent increase in landfill rates imposed upon the City. This rate will go into effect with the April 2008 billing cycle. In addition, said rate will increase $.25 annually effective with the June 2009 billing cycle and continue until further modified by City Council.
   Nothing contained in this section shall in any way be construed to affect or impair the validity of any other ordinance passed by Council or other provisions of this article.
COMMERCIAL (NON-DUMPSTER)
   Rates for garbage collection for commercial businesses using containers other than dumpsters shall be as follows:
   Rates as currently based on volume shall be increased by 22%.

   These rates will go into effect with the April 2008 billing cycle. In addition, said rates will increase by a percentage equal to that of the residential rate increase of $.25 annually, effective with the June 2009 billing cycle and continue until further modified by City Council.
   The City shall not collect, remove or dispose of the following types of refuse: raw garbage, offal, sewage, animal excreta, the carcasses of animals, tree or shrub trimmings, or material resulting from the demolition, repair, alteration or erection of buildings or structures, but for such types of refuse a flat charge of $1.00 shall be collected for each special service call made and to this charge shall be added such charges as will compensate the City for extra refuse volume or weight involved in the types of refuse as determined by the officer or employee of the City in charge of the landfill site. The City shall have the right to deny refuse collection, removal or disposal service to any person whose refuse requirements are sufficiently abnormal or different in the determination of Council or Health Officer of the City as to justify special handling and in any such case, a special charge will be applied. This shall include those buildings or dwellings not readily accessible to refuse collectors, cases where refuse is not found in standard containers, and all such users as require service more frequently than regularly scheduled.
   (b)   Charges for refuse delivered to the landfill site by private parties without expense to the City shall be set by the landfill.
