945.06 PRIVATE COLLECTORS PROHIBITED.

Private scavengers, push cart operators and private garbage collectors are hereby prohibited from engaging in the business of transporting or disposing of garbage or refuse containing organic waste, putrid matter and wastes or excreta subject to putrefacation.
