On and after the date when this article becomes operative, Council shall promulgate and enforce any and all reasonable rules and regulations deemed necessary or proper from time to time to carry out the objects and purposes of this article for the safety and health of the residents of the City in respect to the collection, removal and disposal of refuse as herein defined.
