When any person is acting as a landlord owning, controlling or managing a rental property consisting of a single residence or multiple rental residences, singly or grouped within a single building, located within the City limits, the tenants of which do not receive separate per unit water bills, such landlord shall report upon a current to the month basis the number of such occupied rental residence unit households to the City administrative office, and such landlord shall be billed for the garbage service charge assessed for each rental residence unit. Such landlord shall collect such garbage fees from each of his tenant/head of household persons and remit said fees in payment of said billing. The penalty for failure to report such tenancy status and/or for failure to collect and remit said garbage service charges shall be a fine not in excess of thirty-five dollars ($35.00) per rental unit per month for each month of noncompliance.
