Before holding the public hearing required in Section 1145.15, above, notice of such public hearing shall be given in one (1) newspaper of general circulation in the Village of Richwood at least five (5) days prior to the date of said hearing. The notice shall set forth the time and place of the public hearing and the nature of the proposed appeal or variance.
