276.05 MEETINGS.
   (a)   All meetings of the Commission, including committee meetings and public hearings, shall be open to the public and comply with the Open Meetings Act.
   (b)   Regular meetings of the Commission shall be monthly commencing at a time and location agreed upon by the Commission.
      (1)   The Chairperson, working with the Parks and Recreation Department staff, may cancel or reschedule any regular meeting because of a lack of a quorum of voting members or the lack of agenda items by written notice within a reasonable time prior to the scheduled meeting date.
   (c)   Special meetings of the Commission may be called at the discretion of the Chairperson or by request of a majority of Commission members.
   (d)   (1)   An agenda, together with a notice of the time and place of any such meeting scheduled or rescheduled, shall be provided to the Commission members and posted on the Village's website at least 48 business hours in advance of the holding of the meeting except in the case of an emergency meeting.
         A.   Provided the Commission member has provided notice prior to the scheduled meeting, a Commissioner can be excused from a meeting for any of the following reasons:
            1.   Illness of the member or of a family member;
            2.   Work commitment of the member that interferes with the attendance of the member at a meeting;
            3.   Previously scheduled vacation of the member, notice of which was provided to the respective board or commission in advance of the meeting.
         B.   Commission members, by a majority vote, may excuse a fellow Commissioner's absence from meetings for any of the following reasons:
            1.   Attendance of the member at a funeral, religious service or ceremony, wedding, or other similarly significant event; or
            2.   Other reasons for which the member has given notice to the chairperson of his or her unavailability if the unavailability is expected to last for longer than thirty days.
      (2)   The Parks and Recreation Commission acting as a whole shall monitor the attendance records of Commission members and shall make recommendations to the President or Board of Trustees for the removal of a member for cause.
