(a) At the first regular board meeting following January 1 of every year or as soon as practicable thereafter, the Commission shall elect a Chairperson and Vice-Chairperson from among its eligible voting members to serve for a period of one year. The Chairperson shall be the chief officer of the Commission. In their absence, or upon written direction from the Chairperson, the Vice-Chairperson shall fulfill duties as designated by the Chairperson.
(b) A member shall be eligible to be elected as Chairperson, or as Vice-Chairperson, if they meet one or more of the following guidelines:
(1) Actively participated in or involved with at least 75% of parks and recreation programs or special events offered in the last calendar year.
(2) Attended at least 75% of Commission meetings in the last calendar year.
(c) The Parks and Recreation Commission may appoint subcommittees that they deem appropriate to provide expertise and advice on any matter within the dominion of the particular commission.
(1) The subcommittee shall consist of not less than three members, nor more than seven, including at least two current Parks and Recreation Commissioners. A Parks and Recreation staff member shall function in an “ex officio” capacity as a liaison to the Committee and shall have no vote.
A. Subcommittees shall be composed of Commission members, as well as other residents appointed by the President of the Board of Trustees or designated agent.
B. The chairperson of any subcommittee shall be a voting member of the commission that established the subcommittee.
(2) The role of any subcommittee shall be to provide expertise and advice to the Commission and its members only. Subcommittee members may not advise the Board of Trustees. Subcommittee members may not speak on behalf of the Commission without prior approval of a majority of the members of the Commission.
