1030.02 REMOVING SNOW AND ICE FROM SIDEWALKS AND OTHER AREAS.
   (a)   Every owner of a commercial, multi-family, or public building, lot or structure within the Village, occupied or vacant, which lot, building or structure contains, abuts or fronts on a paved public sidewalk shall remove and clear away, or cause to be removed and cleared away, snow, ice sleet and/or freezing rain within twenty-four hours after the cessation of any fall of snow greater than two inches, sleet, or freezing rain. After initial clearance, the owner shall maintain the sidewalk in a reasonably clear condition.
   (b)   Every owner of a commercial, multi-family, or public building, lot or structure, occupied or vacant, within the Village containing steps, driveways, parking spaces, and/or similar paved areas for public use shall remove and clear away, or cause to be removed and cleared away, snow, ice sleet and/or freezing rain within 24 hours after the cessation of any fall of snow greater than two inches, sleet, or freezing rain. After initial clearance, the owner shall maintain the sidewalk in a reasonably clear condition.
   (c)   In the event snow, ice, sleet or freezing rain on the sidewalk has become so hard that it cannot be reasonably removed without damage to the sidewalk, the person responsible for said removal shall cause enough sand, salt or other abrasive material to be put on the sidewalk to make travel thereon reasonably safe, and shall maintain the sidewalk in such condition until weather permits the owner to comply with subsection (a) or (b) of this section.
   (d)   No person shall shovel, plow, blow, or deposit any snow or ice accumulations from private property onto the public sidewalks or streets of the Village, or from the sidewalks onto the streets of the Village.
